BOARD OF WATER COMMISSIONERS

Meeting on April 10, 2012

Present:  Chairman Donald Bates, Vice Chairman Allin Thompson, Clerk Danette Gonsalves, Secretary Alexandra Bilek, Senior Billing Administrator Wellesley Marsh, Comptroller Sandra Cummings, Selectmen Angelo LaMantia

Chairman Donald Bates called the meeting to order at 8:15 a.m.

 The Board was informed that Superintendent Wiegand would not be in attendance this morning.

The minutes for the previous meeting held on March 27, 2012, were approved with a motion by Vice Chairman Thompson and seconded by Clerk Gonsalves;  3-0-0.

Vice Chairman Thompson briefed the Board about the meeting with National Grid.  He said the bill will be paid under protest.  Vice Chairman Thompson said the meeting really brought to light how unorganized National Grid’s permitting system is.  He said they requested accurate time lines for projects from National Grid.

The Board discussed the new process for electronic public meeting postings.  Clerk Gonsalves moved to accept the electronic posting method with a second by Vice Chairman Thompson; 3-0-0.

Senior Billing Administrator Wellesley Marsh briefed the Board about 16 Kent Rd.  She said the Department has had a lot of trouble with this customer in the past.  Ms. Marsh said the meter had been tampered with in the past and, it is currently not reading.  She said she has tried to contact the Customer, but has yet to receive a reply.  Ms. Marsh asked the Board how they would like her to proceed.  Vice Chairman Thompson moved to send a letter to the Customer stating that if access isn’t made within two weeks the water will be shut off until access is granted with a second by Clerk Gonsalves; 3-0-0.

Comptroller Sandra Cummings presented the Board with a third quarter budget report and the third quarter internal adjustments.  Vice Chairman Thompson moved to approve the third quarter internal adjustments in the amount of $-1,283.64 with a second by Clerk Gonsalves; 3-0-0.

Clerk Gonsalves said she went to the Waste Water Implementation Advisory Committee meeting.  She said the next meeting will be May 17th at 7:00 p.m.  Clerk Gonsalves said the committee is looking for a member from the Water Quality Task Force so she will be attending in that capacity.

Vice Chairman Thompson asked where we are with City Sourced.  Ms. Cummings said only one person participated in the web demo.  Selectmen LaMantia said it was discussed at the last Board of Selectmen’s meeting. He said they are concerned that not all departments will participate and be accountable.  Ms. Cummings said she will schedule another web demo to encourage participation.

Clerk Gonsalves questioned the email she received about the solar installation. She said the email stated the net revenue would be half of what was discussed.  Ms. Cummings said Superintendent Wiegand is looking into that.

Selectmen LaMantia suggested the Board come before the Board of Selectmen to promote the Department’s Warrant Articles and discuss the fee increase.

The Board will meet again on Tuesday, April 24, 2012.

The meeting was adjourned at 9:05 a.m. with a motion by Chairman Bates and seconded by Clerk Gonsalves; 3-0-0.
