BOARD OF WATER COMMISSIONERS

Meeting on March 5, 2013

Present:  Chairman Donald Bates, Vice Chairman Allin Thompson, Clerk Danette Gonsalves, Superintendent Craig Wiegand, Secretary Alexandra Bilek, Senior Billing Administrator Wellesley Marsh

Chairman Donald Bates called the meeting to order at 8:20 a.m.

The minutes for the previous meeting held on February 5, 2013 were approved with a motion by Vice Chairman Thompson and seconded by Clerk Gonsalves; 3-0-0.

Superintendent Wiegand apprised the Board on the status of the inter-municipal water agreement with the Town of Brewster.  He said the Town Administrator had comments that are now being reviewed by Town Counsel.  Mr. Wiegand said he will bring it before the Board for a vote when it has been reviewed.

Mr. Wiegand updated the Board on the new Elements software.  He said there is a conference call scheduled for Friday to discuss implementation.  Mr. Wiegand said it is 85% finished, and they hope to have a go live date for next week.

Mr. Wiegand informed the Board that there were two bids submitted for the cell tower lease, AT & T and Mariner.  He said Town Counsel is reviewing the bids and will make a recommendation.

Senior Billing Administrator Wellesley Marsh provided the Board with a billing update.

Mr. Wiegand informed the Board that Dana Milan is the new shop steward for the field staffs’ union.

Mr. Wiegand discussed the issues with the dump truck.  He said we can either repair it at the cost of $20,000 or trade it in at a lower value then what it is worth.  He said it is the brand of truck, and that the Highway Department had the same issue with the same brand of truck.  Mr. Wiegand said the Highway Department’s fleet mechanic is recommending the Department trade in the dump truck for a Peterbilt.  Mr. Wiegand suggested including it on the Special Town Meeting Warrant. Vice Chairman Thompson said he would like to look into this matter and speak with the fleet manager. 

Mr. Wiegand expressed his disappointment with the letter generated from the Town Administrator to National Grid.  The Board discussed writing a letter to the Town Administrator, but decided to wait and see what comes of it.

Mr. Wiegand informed the Board of the resignation of Alexandra Bilek.  He said the Cape Cod Times ran the ad a week early which conflicted with the internal posting. 

The Board will meet again on Tuesday, March 19, 2013.

The meeting was adjourned at 9:05 a.m. with a motion by Chairman Bates and a second by Vice Chairman Thompson; 3-0-0.
