BOARD OF WATER COMMISSIONERS
Meeting on May 22, 2012
Present: Chairman Donald Bates, Vice Chairman Allin Thompson, Clerk Danette Gonsalves, Superintendent Craig Wiegand, Secretary Alexandra Bilek, Senior Billing Administrator Wellesley Marsh, Comptroller Sandra Cummings, Selectmen Angelo LaMantia,
Chairman Donald Bates called the meeting to order at 8:17 a.m.
The minutes for the previous meeting held on May 7, 2012, were approved with a motion by Clerk Gonsalves and seconded by Vice Chairman Thompson; 3-0-0.
The Board reviewed the abatement request from Elsa Galesta of 35 Moody Rd in regard to a late fee. Upon review and discussion Vice Chairman Thompson moved to approve the abatement request with a second by Clerk Gonsalves; 3-0-0.
Senior Billing Administrator Wellesley Marsh informed the Board of the suspected meter tampering at 96 Miles St. Upon review and discussion Vice Chairman Thompson moved to assess a tamper fee of $100.00 with a second by Clerk Gonsalves; 3-0-0.
Superintendent Wiegand informed the Board that on Thursday, May 24th Paul & Patrick Costello are coming to give an overview of the District Study. He asked whether the Board wanted to attend as a whole or just one member. The Board asked that the meeting be posted so they could all attend.
Mr. Wiegand said he received notification from Polaris Consultants who oversaw the work on the Treatment Plant. He said they told him that some embezzlement occurred at Weston & Sampson, and some of the funds were from our project. Mr. Wiegand said it doesn’t impact us at all. Vice Chairman Thompson said they were moving money around to cover bad estimates.
Mr. Wiegand informed the Board that the SRF funding is still available. He said that if it is put on the Warrant for the fall Town Meeting and announced by June 30th then the Department can still submit for SRF funding. Mr. Wiegand said the SRF debt forgiveness is up to 30% and they expect that number to go up as a few towns have withdrawn their intent. He said we can either go with just the Treatment Plant or a Treatment Plant with a small solar farm. Mr. Wiegand said he spoke with the Town Administrator who was going to bring it before the Board of Selectman. Selectman Angelo LaMantia said it was discussed at the previous night’s meeting. He said they agreed to post it if the Water Department could present the project to the Board of Selectmen. Mr. Wiegand said he wants to hold a community meeting to educate the residents about the project before Town Meeting.
Mr. Wiegand said he and Clerk Gonsalves met with Ted Nelson as part of the Wastewater Implementation Committee to discuss the future of water and sewer. He said they presented the Board’s views on the matter.
The Board will meet again on Tuesday, June 5, 2012.
The meeting was adjourned at 9:05 a.m. with a motion Vice Chairman Thompson and seconded by Clerk Gonsalves;
