Commissioners Meeting Minutes 06/21/2005

Present: Chairman Donald T. Bates, Jr. Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol M. Connor

Meeting called to order at 8:15 AM by Chairman Bates.

John Stankard (#6971) appeared before Board regarding high consumption at his property. The Water Department has been there, checked for leaks, and found none. The owner had a new furnace installed last October but no check valve was put in place. Therefore, there was too much pressure being used in the system, and this caused the water to continually flow back and forth through the meter. The Board suggested continued testing to see if problem still exists before any further decisions are made. The homeowners are in agreement with this plan. The Board also agreed not to add any late charges to this account or shut off for non-payment.

Motion by Donald Bates to approve minutes of 06/07/05 as written. Seconded by George Cavanaugh. Unanimous vote to approve the motion.

Personnel situation - the office is down one person at this time due to restructuring. Superintendent Wiegand asked if the office can go up to 40 hours per week instead of 35 so as to keep up with the increased work load. He also asked about an increase in wages due to extra duties. The Board of Water Commissioners agrees, and authorized Mr. Wiegand to speak to the Town Administrator about these changes.

Truck replacement -a reserve fund transfer of $19,451.00 is being requested from the Finance Committee.

Expense report - Purchase orders for wells #5 and #6 for $8,000.00 each to switch to submersible pumps, plus $7000.00 for rehabs. Half of the amount will be taken from this year's reserves, and half from next years. Safety boxes for excavation safety in the amount of $5300.00 were purchased from a line item.

Update on leak detection program - per Superintendent Wiegand there are discussions to purchase equipment to share with Dennis and Brewster. It would cost approximately $20,000 to $30,000 to initially purchase, and allow for leak detection to be done in the entire town instead of partially.
