Commissioners Meeting Minutes 04/11/2006

Present: Chairman Donald T. Bates Jr., Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol M. Connor

Meeting called to order at 8:20 AM.

Minutes of 03/14/06 -- Danette Gonsalves made a motion to approve as written. George Cavanaugh seconded. Vote was unanimous to approve.

Steven Harris of Idle Way asked the Board about charging the town departments for water. He also asked about payment to him for the water main which he claims is on his property. Town Counsel has reviewed this and found that the water main was installed in 1964. Mr. Harris did not purchase the property until 1985 - 21 years later. According to the findings by Town Counsel the town what is known as an easement of prescription, and will be forwarding Mr. Harris the information on this.

New service applications reviewed by the Board members.

Contract for Brooks Park tank demolition was signed by the Board. Demolition should start approximately the end of this month, and could take 3 to 8 days. When finished this property is reverting back to Parks & Recreation until needed again by the Water Dept.

Update on new source information postponed to a future meeting.

Stagg Chevrolet appeal papers signed. This should appear on the Court docket in the next 60 days.

Letter from Sykes & Sykes regarding a letter they have received concerning an offer to purchase the old water tower property on the top of Kildee Hill. This piece of land has been turned over to the Selectmen.

Rough draft policy set for Employees vs. Public Confrontations:

1. No confrontations allowed - this will be a basis for termination
2. If a confrontation does occur, employee is to leave the scene, call the Police Dept, and call in for instructions

Discussion regarding job relocation of an employee.

Donald Bates suggested an annual meeting of the Commissioners on a one to one basis with each employee so as to keep the lines of communication open.

Budget discussion - Looking at a new treatment facility by FY/12. Also may have to look at a rate increase next year, and again in 2012 to cover costs expected.

May meeting dates will be May 9th and May 23rd.
