Commissioners Meeting Minutes 08/10/2004

Present: Chairman Donald T. Bates Jr., Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol M. Connor

Chairman Bates called the meeting to order at 8:15 AM.

Bills signed as presented.

Minutes of 07/20/04 - Danette Gonsalves made a motion to approve as written. George Cavanaugh seconded the motion. Unanimous vote to approve.

Abatements approved for services #9542, 7907, 4399, 4317, 2392, 9544, and 153.

Abatements denied for services #504, 3974, 6744, 6607, 5840, 2216, and 7675.

Discussion with Superintendent regarding service charges applied to the account of Gertrude White of West Harwich. The Board voted to remove 2 service charges.

Stephen Harris of Idle Way spoke to Superintendent Wiegand this past week about a water main which he feels encroaches on his property. He asked about having it moved, and also the number of gallons of water that have gone through the meter since 1985. Mr. Wiegand read a response that he will be sending to him with the Board's approval.

Service applications reviewed by the Board members.

The motor on well #10 has been replaced using rehab funds.

Capital Outlay memo received. Superintendent Wiegand will work on it and bring the information to the next meeting for review.

Munis computer program report given. The Town Hall will not be ready to be implemented at the same time the Water Department is ready. It will cost $4,000 for Munis to host our program, plus $1200 per month until the town is ready and the new Munis system is set up.

Perchlorate report - Tests at various locations have come back negative at this time, but we will continue monitoring.

Great Swamp bog - A meeting will be held with the Conservation Commission, Board of Selectmen, Board of Water Commissioners, Leo Cakounas and the Real Estate Open Space committee in the near future. A letter will be drafted after the meeting results are obtained.

Two bids were received for the new proposed storage tank and the results are:

* CBI $ 2,582.000.00 *(now $2,442,094.00)
* Caldwell $ 3,269,650.00

*Note: change order was drafted to lower the price.
