Harwich Water & Wastewater Department

Present: Chairman Donald T. Bates, Jr., Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol M. Connor

Meeting called to order at 8:15 AM by Chairman Bates.

Appointment with Mark White of Environmental Partners Group was cancelled as the model for new source investigations was not completed yet. It should be ready within the next few weeks.

Donald Bates said he received a telephone call from a citizen concerned about the Great Swamp Bog being possibly resurrected for cranberry production. The use of pesticides and herbicides is of great concern as the bog is only approximately 500 ft. from the wellfield and new source investigation area. If approved, this area would need to have monitoring wells installed and soil testing would need to be done on the area surrounding the bog. All lists and reports of any chemicals used on the bog would need to be turned over to this department so as to track usage and any possible contamination. George Cavanaugh made a motion to oppose the use of any pesticides and herbicides on the bog. Danette Gonsalves seconded the motion. The Board voted unanimous to approve. They also authorized Superintendent Wiegand to send a letter stating the Board's opposition to the Board of Selectmen, Open Space Committee, and the Conservation Commission. Mr. Wiegand is also in communication with the Plymouth water superintendent to gather information and research reports on any impact chemicals have had on the many cranberry bogs in that area.

Danette Gonsalves made a motion to approve the minutes of 07/06/04 as written. George Cavanaugh seconded the motion. The Board voted unanimous to approve the motion.

August meeting dates set for 08/10/04 and 08/24/04.

Superintendent Wiegand gave a report of the opposition to the proposed site on Kendrick Road for a 32 unit (40B) housing development. This area is only 1500 ft from the East Harwich wellfield, and there is also a concern for chemical impact in this area as well. The Board asked if lawn sizes could be limited so the chemical impact would be reduced.

Superintendent's report given by Mr. Wiegand. Water conservation guidelines have been put in place for the Community Gardens, and town facilities. The MUNIS billing program conversion will start in mid-September. Well 10 motor was damaged by the last big electrical storm and Layne Christensen has agreed to replace it at a cost of $6850.00. The old motor will be refurbished and used as a spare. The well will be back on line Friday. A request for proposals for T-1 and T-2 is being prepared and will be out next month. Installation will begin within the next 90 days.
