Commissioners Meeting Minutes 03/16/2004

Present: Chairman Donald T. Bates Jr., Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol Connor

Meeting called to order at 8:20 AM by Chairman Bates.

Bill schedules signed as presented.

Abatements signed as submitted.

Minutes of 03/02/04 - A motion was made by Donald Bates to approve as written. Danette Gonsalves seconded. Unanimous vote to approve.

Letter from Town Account reviewed. The letter states that the discrepancy in accounting that previously existed has been found and corrected.

Update given by George Cavanaugh on a meeting with Selectman Howell. All accounts should be zeroed out yearly. Indirect costs are basically increases in fringe benefits which will be picked up by the department. The schools will be greatly impacted if charged for water, and their budgets disrupted. The figure should start at zero and work increases into our budget. This should all be ratified in writing, and legally the Enabling Act has to be worked out on how to structure. This should be referred to Town Counsel. Bond issues are being picked up by taxes at this time. Fuel costs for vehicles was another item to be considered as a line item per the Selectmen. The two Boards should meet to decide what to do for FT'05. Mr. Wiegand will ask Wayne Melville to set up a meeting to come to a consensus and then contact town counsel to make it work.

There was also a discussion regarding hiring summer help for painting hydrants, and maintenance with valve boxes, etc. This would start next year, as it is too late to put in this year's budget.
