Superintendent's report given by Craig Wiegand.
Discussion between Superintendent Wiegand and Board about using building rehab money to make some overdue updates to the office section around the customer service area. The Board looked over the area and approved the plan. Deposit bill signed for Ken's Woodworking to order the materials.
Contract #03-H and W1 plans reviewed by Board members.
Discussion with Harry McCafferty as how to present the Enterprise Fund to other town boards and committees. The following formula "PACED" seems to have worked in the past for presentations made by Mr. McCafferty.
* P - problems (state problems)
* A - alternatives (list alternatives)
* C - critical factors (major considerations)
* E - evaluations (pros & cons)
* D - discussion (summary)
Water Dept. revenues need to be used for Water Dept. expenses per the Enabling Act. Negotiating will have to be purposefully done so both the Water Dept and the town agree. The past debt issue needs to be determined. The capital plan needs to be adhered to per George Cavanaugh. Also, we need a ruling from Town Counsel about whether the town can take indirect costs from this department when they are not taking them from other departments, as well as a determination on the pre-existing debt situation. An opinion should be sought from the Dept of Revenue also.
