Chairman Bates called the meeting to order at 8:20 AM.

George Cavanaugh made a motion to approve minutes of July 08, 2003 as written. Danette Gonsalves seconded. Unanimous vote to approve.

Abatement requests for disputed fees charged were reviewed by the Board. Approvals and/or denials were signed as per decisions determined by the Board.

The Board reviewed a memo from Superintendent Wiegand to all Department heads regarding a department overview meeting to be held on August 12, 2003, from 1:00 to 3:00 PM in the Fire Department meeting room.

Superintendent Wiegand asked the Board members if they would be interested in putting together a program for channel 18 to update citizens on water restrictions, etc. The Board agreed to do this, and Superintendent Wiegand will set something up with Jill Mason.

Contract signed with Sarian Company, Inc for consultation services to be provided for drinking water compliance issues review on a monthly basis.

Industrial Technical Services was low bidder for the General Electrical Maintenance Contact. The Board of Water Commissioners voted 3 - 0 to award contract to Industrial Technical Services.

Superintendent's report given by Superintendent Wiegand.

Presentation given by Mark White and Nick Nikolaou of Environmental Partners regarding permitting for new source applications. The work has currently been concentrating in the area of well #10. Seven sites were surveyed, and all met the criteria of DEP. The proposed well would be sited to the northeast of the existing well. 60% of water pumped currently comes from fields 1 and 2.

Drinking water permits to well and water management permits allow the withdrawal of water. The programming is integrated. Several meetings have already been held with Michael Quink the project manager from DEP. Any approvals could take up to 3 years to process. Related permits are MEPA and the Cape Cod Commission. A request for a site exam is in the process of being drafted at this time. A stream flow analysis of the Herring River is being studied as well. A large 17 acre cranberry bog in zone 2 will also have to be considered for any impact. USGS is creating a model of the Monomoy lens. A water conservation plan is another element of the application along with an alternatives analysis. The next step would be approval to conduct a pump test. A well screen could go 400 to 490 feet to lower aquifer and is being studied by both field investigations and deep borings which will be conducted in August. A pump test is scheduled for late fall of 2003, with a pump test report expected in late spring of 2004.

Tank repair update - Mr. Melville said he is still waiting for a letter from the State to go ahead and use emergency funds.

The Board approved doing shut-off's for non-payment of bills. All requests are to go before the Board for approval.
