WELL 8 & 9 FIELD REHABILITATION

1. Sealed Bids for the WELL 8 & 9 FIELD REHABILITATION will be
received until Friday, September 15, 2006 at 2:00 P.M., local time,
at the office of the Harwich Water Department, Town of Harwich,
196 Chatham Road, Harwich, MA 02645, at which time said Bids will
be publicly opened and read aloud in the Judge Welsh Room. All
bids shall be submitted within a sealed envelope addressed to the "Harwich
Water Board of Water Commissioners, 196 Chatham Road, Harwich,
MA 02645 and entitled "Wells 8 & 9 Field Rehabilitation".
2. The work consists of furnishing all labor, equipment and tools
for rehabilitation and conversion of two water supply wells that
are presently equipped with turbine pumps at the Wells 8 & 9 which
presently serves the Harwich Water System. The work consists of
removing and replacing the present pumping equipment at wells 8 & 9
with new submersible pumps and motors and mechanical and chemical
cleaning of each well.
3. The contractor will provide all materials for the project,
including pumps, motors, pump column, check valves and all appurtenant
materials.
4. Construction supervision will be provided by the Town's engineer
on behalf of the Harwich Water Department, who in addition to providing
oversight will conduct television inspection of the well prior
to and after completion of the well cleaning activities, and will
also perform specific capacity testing of the well. These activities
will be coordinated with and supported by the Contractor performing
the work.
5. Drawings and other Contract Documents may be examined at the
office of the Harwich Water Department, 196 Chatham Road, Harwich,
MA 02645, 508-430-0403 and examined and obtained at the Harwich
Water Department at 196 Chatham Rd. 02645.
6. Contract Documents will be mailed, if requested, upon receipt
of a street address (not a P.O. Box) suitable for commercial carrier
delivery, and a check in the amount of $25.00, payable to Harwich
Water Department as a non-refundable postage and handling fee.

7. A minimum of five (5) years experience with water supply with
pump, motor, redevelopment installation and rehabilitation is required.
8. All work must be substantially complete prior to December 22,
2006.
9. Contract payment will be by the unit price method and the lump
sum price method as indicated on the Bid Proposal. No Bidder may
withdraw his/her Bid for a period of thirty (30) calendar days
after the actual date of the opening of the Bids.
10. Bidders shall certify that they do not, and will not, maintain
or provide for their employees any facility that is segregated
on a basis of race, color, creed, sex, national origin, or sexual
preference.
11. The Contractor shall comply with the Affirmative Action and
Equal Employment Opportunity statutes (Executive Order 11246 and
amendments and supplements to the Executive Order). The Contractor's
compliance with the Executive Order and regulations in 41 CFR Part
60-4 shall be based on its implementation of the Equal Opportunity
Clause, specific affirmative action obligations required by the
specifications set fourth in 41 CFR 60-4.3(a), and its efforts
to meet the specific minority and female participation goals. Employment
shall also comply with Section 3 of the Housing Act of 1974.
12. Bidder's attention is directed to the Supplemental Equal Employment
Opportunity Anti-Discrimination and Affirmative Action Program
requirements, and the Minority Business Enterprise and Women's
Business Enterprise Program requirements of this Contract. The
requirements of these programs are explained in the Instructions
to Bidders, Agreement and in the Bid Proposal of the Contract.
13. Bidders shall comply with Title VI of the Civil Rights Act
of 1964, the Davis-Bacon Act, as applicable, the Anti-Kickback
Act, the Contract Work Hours Standard Act and the Americans with
Disabilities Act (42 USC 1201 et seq).
14. Wage rates for this project are subject to the minimum wage
rates per M.G.L., Chapter 149, Sections 26 to 27G, inclusive and
to the minimum Federal Wage Rates as contained in the Appendix
of the Contract Documents.
15. The bidding and award of the Contract shall be in full compliance
with Sections 39M inclusive of Chapter 30 of the General Laws of
the Commonwealth of Massachusetts as last revised.
16. Each bid shall be accompanied with the following completed
forms: EEO certification, Section 3 Affirmative Action Plan, HUD
assurance of compliance, MBE/WBE certification, and certificate
of non-collusion.
17. Each bid shall also be accompanied by a bid security in the
form of a certified, treasurer's or cashier's check, bid bond or
cash in the amount of 5 percent of the value of the Bid.
18. The successful Bidder shall supply all labor, materials and
equipment necessary to complete the work hereinafter contained
in the specifications and shown on the drawings.
19. Successful bidder must furnish 100 percent Construction Performance
Bond and 100 percent Construction Payment Bond.
The Owner reserves the right to reject any or all Bids or to accept
any Bid deemed by them to be in the best interest of the Harwich
Water Department. The Owner reserves the right to limit the extent
of the work to keep within the limits of available funds.
