Commissioners Meeting Minutes 07/23/2002

Present: Chairman Donald Bates, Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary Carol Connor.

Meeting called to order at 8:15 AM by Chairman Bates.

Present to speak to the Board about the water restrictions were Joseph Letieri and Boo Berube of the Highway Department. They raised the following questions:

Regarding Exchange Park they would like to start using the irrigation system for 20 minutes per zone (4 zones) starting at 6 PM every other day. The Garden Club is going to be planting approximately $3000 worth of flowers there.

At Town Hall, can they run the 3 irrigation zones there every other day?

At the flag pole at the transfer station, can they put out an oscillating sprinkler as they do not have the manpower to have someone stand there with a hose to water.

At the Police station, can they use an oscillating sprinkler there?

They stated that it is very difficult to hand water with the amount of manpower they have during the times required by the restriction, and it means that someone has to be called in on overtime. Mr. Wiegand stated that wells should be installed at all the locations the town wants to water. Mr. Berube stated that Whitehouse Field should be on a well by next spring. Mr. Letieri suggested that perhaps the town should pay for the water they use at these sites.

Mr. Cavanaugh has no problem with using a sprinkler in front of the transfer station flag pole. Mr. Bates felt that using the irrigation at town hall for 20 minutes per zone every other day was alright. The Garden Club can hand water at Exchange Park. Mrs. Gonsalves agrees.

Mr. Cavanaugh made a motion that no waiver be granted for Exchange Park, an oscillating sprinkler can be used at both the transfer station and the police station, and it is okay to use the irrigation system at town hall on Monday, Wednesday and Friday. All irrigation systems are to have rain sensors and be set for 15 minutes per zone. This ruling is subject to review at the 8/06/02 meeting. Mrs. Gonsalves seconded. Unanimous vote to approve.

Mrs. Gonsalves made a motion to approve the minutes of 7/09/02. Mr. Cavanaugh seconded the motion. Unanimous vote to approve.

All bills submitted were signed.

Superintendentis report given by Mr. Wiegand

Mr. Cavanaugh made a motion to purchase two wooden sheds to house the generators. Mrs. Gonsalves seconded. Unanimous vote to approve.

Mr. Wiegand asked the Board for permission to purchase meals for the crew if they are out on emergency leaks during their dinner hours. The Board agrees this should be done.

All members of the Board should be present at the non-resident tax payers meeting on August 5th if possible.

The Board members will take a tour of the facility on Tuesday, July 30th at 8:00 AM (this has been posted).
