Water Commissioner Meeting Minutes

June 5, 2007

Present: Chairman Donald T. Bates, Vice Chairman George Cavanaugh, Clerk Danette Gonsalves, Director of Water Operations Craig Wiegand, Secretary Kelly Byrnes,

Meeting called to order at 8:15 am.

Abatements signed for various Water Department accounts.

Update was given as to the status of account #8335 and homeowner’s decision to file an appeal with the State Appellate Tax Board.

Director of Water Operations reported on the Board of Selectmen’s meeting that took place on Monday, June 4, 2007. Mr. Allan Campbell met with the Town Selectmen to discuss getting reimbursed for the repairs at his property as a result of damages which occurred from a water main break on Sea Street back in February. The Board of Selectmen referred Mr. Campbell back to the Board of Water Commissioners, claiming that it was out of their jurisdiction.

Motion to approve minutes from meeting held on Tuesday, May 8, 2007 made by Vice Chairman George Cavanaugh. Motion was seconded by Clerk Danette Gonsalves.

Update given by Director of Water Operations Wiegand regarding the Estate of Leo Diehl.

Discussion took place about water account #3179 and correspondence that has taken place between Water Department and Attorney’s Sykes & Sykes.

Director of Water Operations Wiegand informed the Board about the chemical bid opening results which took place on Friday, May 25, 2007.

Motion to award chemical delivery bid made by Vice Chairman George Cavanaugh. Motion was seconded by Clerk Danette Gonsalves. Unanimous vote to approve. Bids have been awarded to the following companies: For the delivery of Sodium Hyphochlorite, NBC Distributors and for the delivery of Potassium Hydroxide, Basic Chemical Solutions.

Generators will be delivered tomorrow, June 6, 2007.

Next meeting is scheduled for Tuesday, June 19, 2007. Board approved July meeting dates which are scheduled for July 10 and 24, 2007

Mr. Raymond Sanzone came before the Board of Water Commissioners, representing his property at 82 Miles Street, Harwich Port. Mr. Sanzone thanked Director of Water Operations Wiegand and Assistant Superintendent Bruce Cahoon for calling him about high consumption detected at property during the spring billing. Almost 230,000 gallons of water had passed through the meter since we billed property in the fall. No leaks were found at the property. Mr. Sanzone’s meter was sent out for testing and came back accurate. Mr. Sanzone reported that there is no irrigation system at the property. He also informed the Board that in 2002 there was a pipe which broke in the house and 40,000 gallons of water had been used resulting in significant damage inside of the home. Past consumption records for the fall/winter months indicate consistently low water consumption. There is an outdoor shower which was turned off, as well as all other outdoor faucets. All water was turned off inside the house prior to leaving for the season, but that the water from the street to the house was not turned off. On April 4, 2007, a Water Department employee did visit the property, via a bulkhead which was open, and noted water was running and thus shut the valve off. On a second visit, the same employee met with Mr. Sanzone and together searched for any visible leaks. No leaks were found at that time. He did advise Mr. Sanzone on leak detection he could perform inside the home.

The Board explained to Mr. Sanzone that before making a decision, they want to discuss with Water Department employee what he observed on site. The Board will further discuss this situation and make a decision at the next meeting.

Water Department received letter from Stanford’s Climate Control regarding water account #3745. Water system was thoroughly inspected and no evidence of water leaks found.

HWD employee, Dave Nicholson met with the Board to discuss water account #530. Mr. Nicholson discussed his observations at an on-site visit to the property.

Director of Water Operations Wiegand interviewed several applicants for the Distribution Operator position.

Motion to re-classify Craig Wiegand’s position was made by Vice Chairman George Cavanaugh. Motion was seconded by Clerk Danette Gonsalves. Unanimous vote to approve.
