Water Commissioner Meeting Minutes

May 8, 2007

Present: Chairman Donald T. Bates, Vice Chairman Danette Gonsalves, Clerk George Cavanaugh, Secretary Kelly Byrnes, Superintendent Craig Wiegand

Meeting called to order at 8:30 am.

Joe Gillen and Sandy Stiles, representing the Stiles Company, came before the Board to give a demonstration on radio read devices and explained the benefits of an automated meter reading program.

Motion made by Clerk George Cavanaugh to approve minutes from meeting held on Tuesday, April 24, 2007. Motion was seconded by Vice Chairman Danette Gonsalves.

Update was given on the status of numbers (#) 18 and (#) 20 Sea Street regarding the insurance claim that the Water Department is responsible for damages to this property as a result of a water main break on Sea Street back in February.

Update given regarding personnel matter.

Director of Water Operations Wiegand updated the Board on the status of the delinquent accounts, granted payment plans, but did not honor those agreements. Letters were mailed to these customers explaining the consequences to be taken by the Water Department should payment not be received.

Director of Water Operations Wiegand received a letter from Sykes & Sykes regarding account number 3179. Customer was notified that there had been high consumption at the property. A letter, which was received by Water Department, is disputing this water bill and placing the responsibility on the Water Department for water leaked between the water meter located in a meter pit and the house. Director of Water Operations Wiegand will be sending a letter to Sykes & Sykes detailing the responsibilities of the Harwich Water Department as well as the homeowner’s responsibilities as stated in the Water Department rules and regulations.

Director of Water Operations Wiegand asked the Board to approve a water bill for Mrs. Jan Aldrich of 10 Doane Way. Discussion took place regarding this situation.

Motion to approve water bill for Mrs. Aldrich made by Clerk George Cavanaugh. Motion was seconded by Vice Chairman Danette Gonsalves. Unanimous vote to approve.

Director of Water Operations Wiegand requested permission to give a two-step increase to employee.

Job announcements for Distribution Operator were posted in the paper. The job announcement is set to close on Friday, May 18, 2007 at 12:00 p.m.

There will be an open house at the Water Department on Friday, May 11, 2007 from 9:00 a.m. to 12:00 p.m.

Update was given on the water main projects which are set to be completed within the next two weeks.

Update was given on the generators which are set to come in the first week of May. They are scheduled to be installed later in the month.

Motion was made by Vice Chairman Danette Gonsalves requesting to restructure the Board. Vice Chairman Danette Gonsalves nominated Clerk George Cavanaugh to be Vice Chairman and Danette Gonsalves would step down to Clerk. Motion was seconded by Chairman Donald Bates. Unanimous vote to approve.

Next meeting is scheduled for Tuesday, May 22, 2007.
