Water Commissioner Meeting Minutes January 9, 2007
Present: Chairman Donald T. Bates, Vice Chairman Danette Gonsalves,
Clerk George Cavanaugh, Superintendent Wiegand, Secretary Kelly
Byrnes
Meeting called to order at 8:15 am.
Superintendent Wiegand sent a request for legal services regarding
language for a by-law. This by-law would restrict the use of perchlorate
in Zone Two areas. Superintendent Wiegand is also working on creating
another article requesting that two cell phone towers be placed
at the new tank.
Superintendent Wiegand sent a request to Town Council asking for
clarification regarding the bankruptcy of businesses and homes
and how our department should handle such situations.
Demand notices have been sent out for cycle two and three residents.
Superintendent Wiegand will be meeting with the Harwich Tax Assessor
and Town Accountant to discuss the process of putting liens on
properties for non-payment. Due to restrictions set forth by the
Massachusetts General Laws, there are restrictions for shutting
water off at properties from November until April each year. For
those delinquent accounts that are seasonal, if in the spring they
are still past due, they will not be turned back on until the account
is brought to current.
Motion made by George Cavanaugh to approve the minutes from meeting
held on Tuesday, December 19, 2006. Motion seconded by Danette
Gonsalves.
Town Council met in court for the Stagg Chevrolet case. Superintendent
Wiegand is still waiting for the results of the hearing.
Update on account #3745. Customer has had high consumption and
upon meeting with customer's representative at the property, we
are still searching for the source of this high consumption.
The Engineers for the Packaged Electrical System reviewed all
of the bids received and confirmed that all standards and expectations
for the project were met. Bid was awarded to the lowest bidder.
The bid was awarded to Power Products of Wakefield, MA. Bid was
approved and signed by the Board of Water Commissioners.
Union contracts have been discussed and there is currently a deal
on the table. Final negotiations are being worked out.
February meeting dates are scheduled for Tuesday, February 13,
2007 and Tuesday, February 27, 2007.

by Danette Gonsalves.
