Water Commissioner Meeting Minutes December 5, 2006
Present: Chairman Donald T. Bates, Vice Chairman Danette Gonsalves,
Clerk George Cavanaugh, Superintendent Wiegand, Secretary Kelly
Byrnes
Meeting called to order at 8:15 am.
Motion made by George Cavanaugh to approve minutes with two corrections.
Motion was seconded by Danette Gonsalves. Correction to paragraph
regarding Munis training. Add the word "to" and change "correcting" to "correct" in
the last sentence of the paragraph. The second change is to be
made to paragraph fourteen in the last sentence, add on an extra "s" to
make the word assess.
Demand letters have been sent out to customers with outstanding
balances. Several checks have been received for payment. There
seems to have been a problem with the post office and the delivery
of bills to certain neighborhoods in town. Other Town departments
experienced the same problem.
Discussion regarding Union contracts. Donald Bates received a
phone call from Leo Peloquin in reference to a letter he received
from the Board of Water Commissioners regarding the progress of
contract negotiations.
Superintendent Wiegand asked the Board to approve request to put
up Watershed Area signs in the Walden Woods neighborhood. On November
7, 2006, Ms. Kate Harlow of the Walden Woods Neighborhood Association,
appeared before the Board requesting that these signs be put up
to advise people walking their dogs of this protected area. Motion
to approve made by George Cavanaugh. Motion was seconded by Danette
Gonsalves. Unanimous vote to approve. Superintendent Wiegand will
present the request to the Town's Sign Committee.
Superintendent Wiegand asked the Board to review the payment policy.
Motion made by George Cavanaugh to approve with changes discussed.
Motion was seconded by Danette Gonsalves. Unanimous vote to approve.
The results of the meters sent out for testing came back within
the correct accuracy range. Superintendent Wiegand asked the Board
to make a decision to accept, or deny, the customers' appeals for
abatement. George Cavanaugh made a motion to deny all three abatements.
Motion was seconded by Danette Gonsalves. Unanimous vote to deny.
In the letter to be sent to the customers notifying them of the
Board's decision, explain they do have the opportunity to appeal
to the State or set up a payment plan.
January meeting dates have been scheduled for January 9, 2007
and January 23, 2007. Next meeting is scheduled for Tuesday, December
19, 2006.
Motion to adjourn made by George Cavanaugh. Motion was seconded
by Danette Gonsalves.
