Water Commissioner Meeting Minutes April 25, 2006

Meeting called to order at 8:17 AM by Chairman Bates.
Minutes of 04/11/06 - Motion by George Cavanaugh to approve as
written. Danette Gonsalves seconded the motion. Unanimous vote
to approve.
Attorney William Crowell representing Leroy Long and Jim Pappas
property on Skechaconet Way (off Chase St., West Harwich). Lot
#6 is the lot that is being questioned. There has been a sub-division
plan in effect since 1989. A copy of the plan and covenant were
passed to Board members. The Covenant was released by the Planning
Board last November, along with a letter requiring an access of
16 ft wide x 16 ft high gravel way with utilities. Lot #6 was conveyed
to William Seiler and now has a partially constructed dwelling
on the lot. Chase St. has recently been paved and the Highway Dept
does not want to cut the road. An 8" water main needs to be installed
to the edge of lot #6. L ots 3-4 and 5 now will be conveyed separately
so seller (Mr. Long) does not want to be required to install the
water main. They would just like to have the water installed across
Chase St to service lot #6. Other departments such as Highway and
Fire need to be consulted before any decision is made.
Alex Thompson of Pine Knoll Road (3 lots) came in with questions
about bringing town water to his properties. Presently the lots
are approximately 1500 ft from the nearest hydrants, and 1100 ft
from Bank St. There are 14 cottages and 2 larger houses along the
road. According to regulations an 8" main and 4 hydrants will be
required. Costs are running approximately $60,000 to $70,000, and
are more than were anticipated. Can they tie in to a 2" main already
existing? It would not be adequate for pressure or for fire protection.
Due to the high water table in the area, the water main will have
to be set in rock, and any debris would have to be cast into a
truck due to the narrow width of the road. Mr. Thompson asked if
the Water Dept would be sharing any expense of installation. All
costs and budgets would have to be reviewed before any decision
is made. Per Inspector Jessop of the Fire Dept with all the older
buildings in the area, he would want nothing less than an 8" main
for fire protection. This needs further review by all departments.
Contract for Brooks Park tank demolition signed by Kopelman & Paige.
The starting date is approximately 05/08/06.
Letter received from Barnstable County Retirement Association
re: Debbe Fuller claim of disability. The ordinary claim was approved,
but the accidental claim was denied.
Stagg Chevrolet update - per Town Counsel the brief is to be filed
05/10/06, and they have 30 days to respond.
New source update will be given at the 05/09/06 meeting.
One signature will be all that will be required on bill schedules
and payroll per a motion made by George Cavanaugh. Motion seconded
by Danette Gonsalves. Unanimous vote to approve.
05/11/06 (10:00 AM - 2:00 PM) will be dedication of the new tank.
Bruce Cahoon celebrated his 50th anniversary with this department,
and the members of the Board send congratulations and thank you
for his many years of service.
