HARWICH WATER DEPARTMENT
Water Commissioner Meeting Minutes
August 9, 2005
Present: Chairman Donald T. Bates, Jr., Vice Chairman Danette
Gonsalves, Clerk George Cavanaugh, Superintendent Craig Wiegand,
Secretary Carol M. Connor
Meeting called to order at 8:15 AM by Chairman Bates.
Bill schedules signed as presented.
Minutes of 07/26/05 - George Cavanaugh made a motion to approve
as written. Danette Gonsalves seconded. Unanimous vote to approve
motion.
Uniform bid award - Cintas was awarded contract as they were the
only bidder. Superintendent Wiegand gave the following reports:
Selectman's meeting - Summer Woods project was discussed and will be before
the ZBA tonight. The Water Department is concerned about the impacts on the
adjoining wells and water supply in the area as the plan is presented, but
is not opposed to the project. More studies of the possible impacts are definitely
necessary.
Contract for water services is just about ready to go out - probably
next week.
Painters for new tank are on site doing prep work. Wind directions
and air quality will be monitored so as to prevent overspraying,
etc.
Fire hydrants are being painted solid blue. Flags will be painted
fluorescent for visibility.
Results from Dennis & Brewster groundwater models have been received
and now will be computed to our figures for new source information.
Route 39 tank inspection will be done to evaluate rust at the
top of stanchions where it meets the bowl. Information on decommissioning
the Brooks Park tank is forthcoming and old tank will be coming
down - this will be site for future tank construction.
Can a letter be sent to the Fire Department asking them to do
the weed wacking and snow shoveling around fire hydrants. Our department
would help should the need arise. A joint meeting needs to be set
up with the Fire Chief and Highway Superintendent to discuss this
further.
Budget process for FY'07 is about to start.
5.5 to 6 million gallons of water are being pumped per day during
this dry season. The pumps are now running approximately 16 hours
per day, and the water table is still down about 6".
Mr. Wiegand has an appointment on 08/24/05, with the Tax Collector
to discuss water payments being processed at that office.
Discussion as to whether the Board of Water Commissioners is interested
in negotiating the department contracts. The town is looking into
hiring labor counsel to sit with the Board on negotiations. Needs
to be discussed further.
Meeting adjourned at 9:15 AM.
