Water Commissioner Meeting Minutes
October 21, 2003
Present: Chairman Donald T. Bates, Jr, Vice Chairman Danette Gonsalves,
Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary

Meeting called to order at 8:15 AM by Chairman Bates.
Bills signed as presented.
Service Application signed for: 18 Moss Hill Road
Minutes of 10/07/03 reviewed. Motion made by Danette Gonsalves
to approve as written. George Cavanaugh seconded. Unanimous vote
to approve.
Discussion re: 30 Smith Street. House was destroyed by fire last
spring, no one living at property. George Cavanaugh made a motion
to suspend the service and billing until house is rebuilt. Danette
Gonsalves seconded the motion. Vote was unanimous to approve.
Meeting dates for November set for Wednesday 11/05/03 and Tuesday
11/18/03.
Discussion re: Enterprise Fund. The Board needs to schedule a
meeting with Town Counsel, Town Administrator, Finance Committee
to discuss this further.
Need to resolve accounting system software so Town Accountant
can monitor. Also need an Enabling Legislation change, either to
rewrite to fit the Water Dept as it is today, or appeal the Enabling
Act to be subject to general laws and this will have to go before
Town Meeting, Town Accountant Peggy Gallagher and Town Assessor
David Scannell also need to be on board with this procedure. Wayne
Melville has spoken with Bob Lawton who is the Town Administrator
in Yarmouth and who is very familiar with an Enterprise Fund. He
stated that the startup can be funded by town accounting as it
is an accounting issue. Bonding will remain the same.
Superintendent's report.
Discussion re: Lower County Road water leak. Contractor bill is
approximately $12,000, plus costs to Water Department, Fire Department
and Highway Dept. was also approximately $12,000. Thrust block
had been dug up by contractor and caused the leak. Insurance companies
will be working out the details.
