Water Commissioner Meeting Minutes
March 18, 2003

Meeting called to order at 8:15 AM by Chairman Bates.

Bills signed as presented.
Minutes of 03/04/03:George Cavanaugh made a motion to approve
minutes as written. Danette Gonsalves seconded the motion. Unanimous
vote to approve.
The Board discussed a meeting with the Selectmen regarding the
Enterprise Fund. The rate payers should be told that monies collected
will go into Water Dept. improvements if the Enterprise Fund is
chosen vs. staying as is and going into the general fund. Startup
and advance monies would be needed until the payments start coming
in, and then will have a reserve fund after that.
8:30 AM Appointment: Service #1126 at 18 Edgewood Road. Skip Fennell
of Greater Harwich Construction was doing a remodel at this site,
and the demolition crew removed the pipe as it was rusty. When
the drywall crew needed water they hooked up a bib but never notified
anyone that they had done that. The meter still had the 'Y' valve
attached and a ball valve with a faucet fitting was put on to the
service when Water Dept. personnel found it. Not a lot of water
was lost. Superintendent Wiegand will determine the approximate
amount of water used, and the cost of the frozen meter, and send
the bill to Greater Harwich Construction. Mr. Fennell agreed to
pay all charges incurred.
The Board reviewed an abatement request for service #787 and determined
that the frozen meter was caused by a mis-communication between
the homeowner and his plumber. The Water Dept. had done its part
to notify the homeowner that the meter had not been removed.
The Board went on to discussion about the positions that were
recently left vacant. The treatment operator's position will be
offered to Neil Salzillo per Superintendent Wiegand. Dusty Eldredge
will be promoted to fill the foreman vacancy. The Board reviewed
the application of Jason Eldredge and felt that he would be a good
candidate for one of the open positions. Superintendent Wiegand
will continue several more applicants.
Brian Sullivan of T-Mobile did not appear for his appointment.
Hopkins at 49 Chatham Road. Homeowner has removed the bottom of
his meter in violation of the rules and regulations. George Cavanaugh
made a motion to send the homeowner a fine for meter tampering.
Seconded by Danette Gonsalves. Unanimous vote to approve.
Budget discussion: Mr. Wiegand will be going to a meeting with
Town Administrator Wayne Melville to go over the numbers.
The Consumer Confidence Report is just finished per Mr. Wiegand.
He is still working on the vulnerability report and assessment.
