Meeting called to order at 8:15 AM by Chairman Bates.

Mrs. Gonsalves made a motion to approve the minutes of 12/17/02 as written. Mr. Cavanaugh seconded. The vote was unanimous to approve.

Superintendent Wiegand brought up a discussion regarding an opportunity for the commissioners to tape a program for channel 18. The purpose of this would be to explain the idea of the enterprise fund, and to discuss future rate increases.

Also, the Board should consider holding a public hearing for informational purposes for the community. A TV date is to be determined shortly.

A memo from Town Planner Sue Leven to Craig Wiegand was reviewed regarding a proposed draft of a regulation for irrigation systems. Mr. Cavanaugh suggested that permits be taken out for each system either here or with the plumbing inspector as he would be the enforcing authority. Backflow preventors and cross connections would have to be checked. The Board needs to discuss further as to whether to enforce private wells as a requirement for irrigation systems or whether to still allow them on the town system. Further discussions need to be held with the plumbing inspector and the Board of Health. It should be required that all irrigation systems whether on a private well or on town water should be registered with this department. Any decisions on this can be held off until after a determination on the enterprise system is made.
