Water Commissioner Meeting Minutes
November 06, 2002
Present: Chairman Donald T. Bates, Vice Chairman Danette Gonsalves,
Clerk George Cavanaugh, Superintendent Craig Wiegand, Secretary,
Carol Connor
Meeting called to order at 8:15 AM.
Minutes of 1016/02 -- Motion by George Cavanaugh to approve with
corrections made to spelling of his name. Danette Gonsalves seconded
the motion. Unanimous vote to approve.
Minutes of 10/22/02 -- Motion by George Cavanaugh to approve as
written. Danette Gonsalves seconded the motion. Unanimous vote
to approve.
Bill schedules approved and signed as presented.
Service applications signed for:

Appointments:
8:30 -- Detective Lee Culver spoke to the Board regarding water restriction
violations. The Board of Water Commissioners does not have the right to rescind
any violations issued. If the violations are contested by a homeowner a hearing
can be held before the Clerk Magistrate and then a decision is made by the
court. Those notices that were rescinded by the Board will be held by Detective
Culver for this year. A different procedure will need to be in place for
next season.
8:45 -- Wayne Robillard was present and explained that his well
water has high nitrates and MBTE's. He is concerned for health
reasons for his family and asked what is necessary to be connected
to town water. He was unsure of the source of the contaminates,
but speculated it could be from runoff from Route 137 or Route
6. He also questioned if it could have traveled from the gas spill
approximately 10 years ago on Route 6 about 1-2 miles from his
property.
The Board discussed the expansion of Long Pond Medical Center,
which is located right behind the Robillard property, and extension
options for water installations to that property and to the dentist
office adjacent to it. The best option would be for the medical
center to extend water back out to Route 137 from their parking
lot, so the main could then be extended to include Mr. Robillard's
property and the house next to it. A 4" domestic and a 6" fire
line are proposed. Funding for the water main extension is not
available from the town at this time. Superintendent Wiegand will
look into emergency funding possibly from DEP. Mr. Robillard will
also contact DEP, EPA, and State Representatives Shirley Gomes
and William Delahunt to see if they can assist in some manner.
The contracts were signed for the tank rehabilitation.

on 11/12/02.
