Water Commissioner Meeting Minutes
February 19, 2002
Present: Chairman Donald T. Bates, Jr. Vice Chairman Gary Sinclair,
Clerk Danette Gonsalves, Superintendent Craig Wiegand, Secretary
Carol M. Connor.
Meeting called to order at 5:30 PM by Chairman Bates.
Environmental Partners Group represented by Mark White, Stephen
Olson, and Jason Frederico gave a presentation and slide demonstration
on a distribution model for the water system. It was noted that
the Department can include some of the maintenance upgrade of the
system by having GIS information provided by any future developers.
Service applications signed for: 3 Washburn Way, 12 Somerset Road
Schedule of bills signed by Board members.
An abatement request for service #4802 signed by Board members.
The Board discussed the employment openings that are being advertised
at this time for foreman and meter reader, and the responses received
to date.
Mrs. Gonsalves made a motion to approve the minutes of the February
5, 2002 meeting. Mr. Sinclair seconded the motion. Unanimous vote
to approve.
The Board had a discussion re: AFL-CIO membership by the employees
of the Harwich Water Department Association. Mr. Sinclair inquired
if any of those employees become management do they stay as part
of the union? Mr. Sinclair also stated that no advice should be
given to those employees covered by that union by any Harwich Water
Department management, advice should be given strictly by the Town
Administrator. Mr. Sinclair also stated that full consideration
of union requirements needs to be given when determining employee
promotions or levels.
Mr. Wiegand gave the Superintendent's report.
The Board at the 3/19/02 meeting will discuss proposing water
articles for the next town meeting. The proposed distribution model
should be working at that time and will provide further information.
New source exploration and well rehab are the only articles left
in this upcoming town meeting, since the tank rehabilitation was
removed from the articles also. Mr. Bates will contact Selectman
Zeigler to see where the truck rehabilitation stands.
The Commonwealth has issued a drought advisory at a stage 2 level.
It will be an "emergency" level by June per Superintendent Wiegand.
A discussion will be placed on the 3/19/02 agenda to implement
restrictions on water use by all Town departments.
The rules and regulations discussion originally scheduled for
this meeting has been postponed until the 3/5/02 meeting per agreement
of the Board members.
